This is (at least) the fourth suspension bridge at this site. The previous three (built 1911, 1988, and 1998) were all destroyed by floods.
Edward observed that these appear to be the piers from the 1911 bridge and probably for the later reconstructions. www.wabashanderiecanal.org notes, "The newest suspension bridge now sets on piers 3.5 feet higher and is made more sturdy by the way it is constructed."
